All the countries, districts must strengthen fixing-spot slaughtering management, and be rigid in fixing-spot conditions, fixing-spot slaughtering rate must reach 100% at the end of Oct As that, the towns with daily slaughtering amount above 10 heads must be furnished with dispelling hair machine, realizing semi-mechanization slaughtering. The government must abrogate unqualified enterprisers' slaughtering qualification according to laws until the stated time.

At the same time, concerning departments will register only-fresh-meat-atomic renewedly at the end of May, carrying out consolidating serial number, redesigning consolidating sign. And a specific renovating action for poultry and livestock meat transit with duration of one month will be taken out.
