Examination and Approval of the Import and Export of Breeding Stock and Poultry

Items subject to examination and approval：

1. Whether the breeding stock and poultry to be imported and exported conform to the state’s plan for the import and export of breeding stock and poultry;

2. Whether the breeding stock and poultry to be exported are listed on the state’s export category for breeding stock and poultry.
Requirements for the examination and approval：

I. The import and export must be examined and approved by the husbandry administration at the provincial level.

II. Applying businesses that have no import and export rights must entrust agents that have import and export rights to act for them and must provide the acting agreement (photocopy).

III. The following documents are required for the examination and approval:

A. The Examination and Approval Form of the Ministry of Agriculture for Livestock (Poultry) Import and Export;

B. The License for the Production and Sale of Breeding Livestock and Poultry or a commented memo (photocopy) regarding the consent of setting up husbandry farms made by the husbandry administration at the provincial level or above; and

C. The certificate showing the pedigree of the breeding livestock and poultry.
Procedures of the examination and approval:

I. The accepting and handling of documents
The Comprehensive Office for Administrative Examination and Approval of the Ministry of Agriculture will accept and handle the Examination and Approval Form of the Ministry of Agriculture for Livestock (Poultry) Import and Export and other related documents and will conduct the preliminary examination.

II. The examination of projects
The Bureau of Animal Husbandry and Veterinary Affairs, Ministry of Agriculture will examine the submitted documents in accordance with the relevant rules of regulations of the state. Species newly introduced into China must be examined by the expert panel organized by the State Assessment Committee for Species of Animals and Poultry. Technological examination or measuration should be conducted if necessary.

III. The transaction of approval documents
The Bureau of Animal Husbandry and Veterinary Affairs, Ministry of Agriculture will be responsible for the transaction of approval documents in accordance with the examination results.

Time limit guaranteed: 10 working days for the import & export of ordinary breeding stock and poultry; 6 months for newly introduced species
