Will Adopt Policy to Promote a Sustainable Development of Poultry
Industry
According to the introduction by responsible person from the Ministry
of Finance, approved by the State Council, the Central Financial Association
has released a series of policies on tax, charges and fund exemption,
and discount, so as to release the influence of avian influenza epidemic
on poultry husbandry rural households as well as poultry meat processing,
cold storage, transportation and marketing enterprises. The concrete
contents are as follows:
¢Ù Exemption of related taxes and give priority to tax drawback. This
includes: The government will exempt added-value tax as soon as the
general tax payers have paid the tax, and will exempt urban maintenance
construction tax and additional education tax. The government will
also exempt all income taxes of the year of 2004 for poultry husbandry
(including seed poultry husbandry), processing and cold storage enterprises
(including seed husbandry) in processing and cold storage operation.
As for the financial special subsidies used for slaughtering poultry
of enterprises or private ownership, the government will exempt the
enterprise income tax or private income tax. As for the net losses
suffered by enterprises arisen from slaughtering poultry the government
will allow them to list the whole amount of income tax.
¢Ú Exempt or reduce partial fund and charges. During the period from
Feb. 1, 2004 to July 31, 2004, the government will exempt all charges
for poultry and its product the shipping on highways, railways and
water transportation. As for poultry husbandry, processing enterprises
and poultry husbandry rural households the government will exempt
local water conservancy construction fund, local education added value
tax. As for poultry and its products for export, the government will
exempt exit inspection charges. As for poultry husbandry, processing
enterprises and poultry husbandry rural households, the government
will exempt livestock and poultry product immune and inspection charges,
fair management charges, private commercial and trade household management
charges, waste discharge fee, urban wastewater disposal fee, river
engineering repair and maintenance feed vehicle pass fee. The actual
exemption extent will be approved and implemented by the same level
government after the submission of suggestion made by the price department.
¢Û The priority will be given to the discount of circulation fund
loan for the key poultry husbandry and processing enterprises
¢Ü Strengthen the support intensity of seed poultry conservation.
Seed poultry is the most important essential element in support poultry
industry development; we must protect the seed poultry production
capacity, which is the key in stabilization and recovery of poultry
production and processing.
