Council: 8 Measures to Support Poultry Industry Development
Approved by the State Council, a few days ago the General Office of
the State Council released the notice of 8 measures to support poultry
industry development. The content of the notice is as follows:
Poultry industry occupies an important position in rural economic
development. In order to maintain and promote a sustainable and stable
development of poultry industry, and reduce to the minimum of the
influence of avian influenza epidemics on poultry husbandry and the
losses of processing industry, we must adopt corresponding support
measures while undertaking self relief by enterprises and rural households.
1. Provide financial subsidies to immune measures in epidemic areas
and areas under threat
2. Increase vaccine production capacity. The state will arrange urgent
measures to provide vaccine supply to cope with the situation of urgent
supply of vaccine production.
3. Strengthen support in circulating capital and loans. The released
but not due circulation capital loan will be extended
4. Exemption of income tax, added value tax should be drawback if
it is paid, materialization of export tax drawback. During the period
from Feb. 1, 2004 to July 31, 2004, the government will drawback any
tax refund as soon as the added value tax is paid for poultry processing
enterprises (including cold storages). The government will exempt
any income tax of the year of 2004 for poultry husbandry and processing
enterprises (including cold storages). Approved by the provincial
government, the state will reduce or exempt urban land use tax, house
leasing tax and vehicle and ship use tax for the above-mentioned enterprises.
After the poultry processed product export to foreign countries, the
government should drawback all such taxes.
5. Reduce and exempt partial government fund and administrative charges.
During the period from Feb. 1, 2004 to July 31, 2004, the government
will exempt partial government fund for poultry husbandry, processing
enterprises and poultry husbandry rural households, reduce partial
administrative charges, and exempt exit and entry guaranteeing charges
for export poultry and poultry products.
6. Protect seed poultry production capacity. We shall implement overall
compulsory immunization, and the government will give subsidies for
vaccine expenses.
7. Assure the poultry husbandry rural households to get policy preferences.
The state will provide preferential policies for poultry husbandry
and processing enterprises. This should be materialized to each rural
household.
8. Do a good job for assurance of the living standards of employees
of poultry husbandry and processing enterprises. The government will
adopt flexible arrangement for working time or give on leaves to adjust
labor use patterns when the enterprises are forced to stop operation
or decline in efficiency due to epidemic occurrence.
